O Supremo Tribunal Federal (STF) announced the opening of a tender to hire a company that will monitor Brazilian posts on social media. Proclaiming the measure as combating misinformation and promoting “well-being” online, the ministers want to stay up to date with what the Brazilian people say about the Court on social media.
Continuous monitoring
The bid value is R$345 thousand and is valid for 12 months. The measure provides for continuous monitoring of social networks, in addition to tracking users 24 hours a day and 7 days a week.
The notice mentions that this monitoring will take place on the STF’s official profiles on social media and on keywords and topics of interest defined by the Court, in order to enable the analysis of the STF’s digital presence in these media.
The company that wins the bid will take care of monitoring on platforms such as Facebook, Twitter, Youtube, Instagram, Flickr, Tik Tok and Linkedin.
The notice mentions that the company will have to use some tool that is capable of “identify audiences, opinion makers, adopted speeches, georeferencing the origin of posts, as well as evaluating the influence of audiences, message patterns and possible actions”.
Among the actions, the following stand out:
- Analysis of the STF image;
- Identification of relevant issues addressed on digital platforms, related to the Supreme Court;
- Issuance of reports with daily, weekly and monthly balance sheets. Ministers will have access to these reports;
- General assessment of the impact of mobilization around issues related to the Court, evaluating its consequences for society;
- Tracking and identifying the authors of publications, especially those that have a negative nature.
To prove that they have the capacity to fulfill the role, the companies that will compete will have to present proof that they have already managed to monitor a volume of 150 thousand citations to the STF in comments, shares, likes, retweets and tags on platforms such as Facebook, Instagram and YouTube.
In a note, the STF states that “This is a service to compile public content from social networks about the STF, just as clipping already exists for news from newspapers and websites. The consolidation of the public content of networks is carried out in most public administration bodies and guides the work of social communication, to define topics that must be better explained to society, for example”.
