The United States is expected to soon announce new regulatory measures that will restrict the shipment of chips manufactured at 14nm or 16nm with 30 billion transistors or more to China. The idea, this time, is not to completely ban the products, but rather to expand the scope of its sanctions and close loopholes for its rival not to obtain advanced GPUs.
The information comes from Bloomberg and has not yet been officially implemented. The idea would be that manufacturers from the US and Taiwan or any allied nation would need a license to sell chips under the new standards to “authorized customers”.
According to Tom’s Hardware, practically any processor produced today uses FinFET transistors in at least 14nm or 16nm, which would make the new restrictions reach a wide range of products. Not just computer processors or GPUs, but also mobile SoCs and even controllers for SSDs.
It is speculated, however, that giants such as AMD, Apple, Intel, MediaTek and Phison must still receive licenses to export their products, even to China. With Apple’s M4 chips, for example, already reaching 28 billion transistors, its products would soon be restricted.
US aim would be to export GPUs for AI in China, as always
Tom’s Hardware explains that the new regulation is most likely to make AMD and NVIDIA seek licenses and approval to export more of their products to China. The main idea would continue to be to prevent the obtaining of GPUs for AI processing in the country.
With large manufacturers needing to seek licenses to sell almost all of their products, US authorities could possibly block attempts by Chinese companies to circumvent their sanctions. This is something that happened when Huawei used an intermediary company to buy restricted GPUs.

With the USA about to change its president, the expectation remains to see whether the new measures will still be imposed by the current administration or whether the approval of the most recent plans will depend on the new regulations.
