The United States announced last week that it was preparing new restrictions on China to try to impede the country’s technological advances. These sanctions were made official on December 2, including the ban on North American companies from exporting HBM memories to the Asian country.
As always, the main focus of US restrictions against China is to block the development of AI in the country, as well as technologies that, according to the Biden administration, would be used to leverage the rival country’s military power. Currently, HBM memories have been the most used in the development of chips for AI acceleration.
The new sanctions package also involves the inclusion of 140 Chinese companies on the United States “entity list”. This is a list of foreign companies that face more extensive scrutiny in their relations with the land of Uncle Sam, often enough to stifle their operations in the country once and for all.
Increasingly extensive US restrictions have also resulted in advances in the development of China’s own technologies, out of necessity. To try to stop this too, the new package of restrictions includes more tools used in the manufacturing and development of semiconductors.
US bars China’s access to chipmaking tools
To stop the advances that China makes internally with its technologies, the United States decided to target 24 manufacturing tools, which can now no longer be exported to the country. These are machinery and technologies necessary for the development of semiconductors.
This is as in the case of the Netherlands, which banned ASML from selling and maintaining equipment for manufacturing EUV chips in China. In fact, the US should pressure more allied countries to increase their restrictions against the country.

Financial Times sources told the newspaper that the US government intends to use the FDPR (Foreign Direct Product Rule) law to prohibit the sale of machines from other countries to China. This law allows the regulation of products that use any US technology, coming from any other countries. The Netherlands and Japan would not be subject to this application, however.
