It is scheduled for November 4th a public hearing that will debate the regulation of streaming platforms in Brazil. The deliberation is led by the Social Communication Council (CCS)which aims to carry out studies, opinions, recommendations and other requests that will be forwarded by the National Congress regarding the topic of social communication in Brazil.

According to Sônia Santana, CCS advisor, the regulation of streaming services in Brazil is necessary for “the development of independent cinema and for balance in the distribution of qualified labor”.

PL for streaming is not enough, says CCS advisor

Santana also highlighted that the streaming PL (nº 8,889/2017) cannot meet what the audiovisual sector needs.

“We have had platforms here for over 14 years producing, making profits, having projects, and without paying any direct taxes. (…) It is necessary that [as plataformas] contribute to the payment of Condecine [Contribuição para o Desenvolvimento da Indústria Cinematográfica Nacional]” – told the Senado Agency.

Remembering that the streaming PL establishes that platforms VOD (video on demand)like Netflix, pay up to 6% of gross revenue in the Brazilian market for Condecine (Contribution to the Development of the National Film Industry). This percentage charged to platforms would be passed on to the Audiovisual Sector Fund (FSA). The mandatory quota of national productions in the catalog is also mentioned.
