Intel announced this week an important milestone for its future processors manufactured on the 18A process. Both Panther Lake and Clearwater Forest CPUs can now be used to power operating systems. In other words, development is proceeding as planned to begin production in 2025.
Panther Lake processors will become Intel’s next-generation Core processor for home PCs, while Clearwater Forest will be Intel’s Xeon products for servers. Both will be made on the 18A process, which uses gate-all-around RibbonFET transistors.
“We are pioneering multi-system foundry technologies for the AI era and delivering full-stack innovation that is essential for Intel’s next generation of products and for our customers in factories,” said Kevin O’Buckley, Intel executive. “We are encouraged by our progress and are working closely with customers to bring the Intel 18A to market in 2025.”

Intel’s representative also said that Clearwater Forest processors will mark the industry’s first mass-produced products to incorporate RibboFET, PowerVia, and Foveros Direct 3D in a single solution. The company expects “significant” improvements in performance per watt, transistor density, and cell utilization for both Panther Lake and future Xeons.
Intel Licenses 18A to Partners
As O’Buckley noted in his statement, advances in the 18A process are also important for Intel’s partnerships with other manufacturers. Companies such as Cadence and Synopsys have plans to use the technology for their own products, providing important sources of revenue for the Core giant.
“It’s great to see Intel Foundry achieving these critical milestones,” said Shankar Krishnamoorthy of Synopsys. “With the 18A now ready for customers, Intel is bringing together the building blocks needed to create the next-generation AI solutions our joint customers need and expect.”
Intel also said its first customers for 18A should finalize their chip designs in the process in the first half of 2025.
